Eligibility criteria

To appear on the list of eligible vehicles, a vehicle must:

  • Comply with Canadian Motor Vehicle Safety Regulations;
  • Have a net weight under 3,000 kg;
  • Be equipped with at least four wheels in the case of an all-electric, hydrogen-powered, plug-in hybrid, hybrid and low-speed electric vehicle.
  • Be designed to operate primarily on public roads.

To qualify for the program, vehicles must also be new and meet the following requirements:

Type of vehicle Additional Requirements
All-electric vehicle The vehicle's electric battery must have a capacity of 4 kWh or more.

The manufacturer’s suggested retail price must be less than $125 000.
Plug-in hybrid vehicle The vehicle's electric battery must have a capacity of 4 kWh or more.

The manufacturer’s suggested retail price must be less than $75 000.
Hybrid vehicle The vehicle must be of model year 2017 or earlier.

Model year 2015 or later hybrid vehicles must have a combined fuel consumption rating that is no more than 6.33 L/100 km.
Fuel cell vehicle (hydrogen-powered) The vehicle must be equipped with fully electric motorization and use a hydrogen fuel cell fed by a tank. The manufacturer’s suggested retail price must be less than $125 000.
Low-speed electric vehicle Vehicles must be registered in Québec as limited-use road vehicles, but designed to operate on public roads.
Electric motorcycle The motorcycle must be included in the “open motorcycle” or “motor tricycle” categories as stipulated in the Motor Vehicle Safety Regulations (C.R.C., c. 1038) and must be equipped with fully electric motorization.
Limited-speed electric motorcycle (electric scooters) The scooter must be included in the “limited-speed electric motorcycle” category as defined in the Motor Vehicle Safety Regulations (C.R.C., c. 1038), which excludes electric power-assisted bicycles.
