Used vehicles pilot project

The Québec government has established a pilot project to promote the purchase of used electric vehicles.

You could obtain a government rebate of up to $4 000 if you purchase an eligible used all-electric vehicle.

September 15, 2018 – Vehicles from the model year 2016 are now eligible for a rebate. Please consult the list of eligible used vehicles.

August 9, 2018 - Good news! The used electric vehicle pilot project is being extended until December 31, 2018.

Applications to participate will now be accepted until December 31, 2018, despite the attainment of the limit initially set of 1 000 rebates granted.

Moreover, vehicles from model year 2016 will be eligible for a rebate starting on September 15, 2018. The other conditions governing the pilot project now in force are maintained.

The used vehicle pilot project is attracting numerous participants. Please note that there is no longer a limit on the number of rebates granted.

Conditions respecting used vehicles

To be eligible for a rebate, the used vehicle must:

  • be included on the list of eligible used vehicles, that is, it must be all-electric and three or four years old;
  • be purchased or leased from a car dealer with an establishment in Québec;
  • be registered for the first time in Québec at the time of the transaction;
  • be registered in the applicant’s name between April 1, 2017 and December 31, 2018;
  • be covered by a full vehicle warranty of at least three years or 40 000 km, whichever comes first;
  • have been inspected and have obtained certification by an automaker or an independent car dealer. (Consult the FAQ for additional information on the condition.)

List of eligible vehicles

Here is the list of used vehicles eligible for a rebate under the pilot project and the amount of the rebate for each model.

Make sure that the vehicle that you plan to purchase or lease is an eligible model that complies with the other conditions under the pilot project.

Purchase or lease

The applicant can purchase or lease the used vehicle.

Special conditions respecting leasing

  • The vehicle must be leased for at least 36 months.
  • For a leasing period of 36 months to fewer than 48 months, the used vehicle rebate is reduced to 75% of the rebate for a vehicle purchase.
  • For leasing periods of 48 months or more, the amount of the rebate is the same as for a vehicle purchase.

Amount of the rebate

The maximum rebate for an eligible used all-electric vehicle is $4 000. The amount may be smaller depending on the manufacturer’s suggested retail price and the leasing conditions, as the case may be.

The rebate granted for a used vehicle is calculated to be equal to 50% of the rebate that would be offered under the Drive Electric Program for the same model of vehicle were it purchased new.

Only one rebate can be attributed per vehicle under the pilot project and the vehicle must remain registered in Québec for at least 12 months if it is acquired for personal use and for at least 36 months if it is purchased for a vehicle fleet (three or more vehicles).

How to proceed

You can obtain the rebate granted under the pilot project from your car dealer. If your dealer does not offer you the rebate on your contract, you can submit your application directly to us.

The pilot project is also offered to businesses, organizations and municipalities. If you are not an individual, please consult the section reserved for businesses and municipalities.

The pilot project

Transition énergétique Québec is responsible for the pilot project. The TEQ Board of Directors approved the normative framework of the pilot project on May 9, 2017.

Since then, various modifications have been made to the conditions governing participation.

  • On July 24, 2017, the conditions governing the inspection and certification of used vehicles were modified and the modification will be in force for the entire duration of the pilot project.
  • On September 15, 2017, a modification was made to the eligibility requirements of vehicles to move ahead of schedule the eligibility of vehicles from the 2015 model year. Such vehicles are now eligible for the pilot project if they are registered in the applicant’s name between September 15, 2017 and December 31, 2018.
  • On August 9, 2018, a modification was made when the initial limit of 1 000 rebates granted was reached. Instead of ending, the pilot project will continue to accept applications until December 31, 2018.
  • Vehicles from the 2016 model year are also be eligible for a rebate starting September 15, 2018 if they are registered in the applicant’s name between September 15, 2018 and December 31, 2018.
